Executive Leadership Team

 

Dr. Bernard Boëne, chancellor, was educated in Paris (Sorbonne and Sciences Po). A professor of sociology specializing in military action, martial institutions and civil-military relations in comparative perspective, he spent most of his career at France’s military academy, Saint-Cyr, where he ended up as Director general for academic affairs and research (and as such helped engineer the school’s 2002 major reform of Army officer education and training). He was then appointed as a senior civil servant in the Ministry of Education, in charge of primary, secondary and higher education establishments on Reunion Island, as well as of external academic relations in the Indian Ocean. He taught at other times at the universities of Toulouse and Rennes, as well as at Sciences Po Paris.

Professor Boëne is vice-president of the Geneva Foundation for Governance & Public Policy. He has served in elected senior positions in several international social science associations (Executive Council member, Inter-University Seminar on Armed Forces & Society ; vice-president, International Sociological Association’s research committee on armed forces & conflict resolution ; chair of the European Research Group on the Military & Society [ERGOMAS]). He is a founding coeditor-in-chief of Res Militaris, an on-line social science journal, and  has contributed 7 books and over 90 articles or chapters in six languages to the social science literature in the military field.

Dr. Boëne is a knight of the French National Order of Merit, a Commander of the Palmes Académiques, and a recipient of the Gold Medal for voluntary military service. He is a laureate of the Morris Janowitz Career Achievement Award (Chicago, 2009).

Prof. Ibrahim SoussDr. Ibrahim Souss, vice-chancellor, is a professor of political science. A graduate of Sciences Po Paris and the University of Paris-VIII, he was appointed in 1975 as the first Permanent Observer of Palestine at UNESCO. He then served as Delegate General of Palestine (1978-1992), ambassador to France (as well as non-resident ambassador to Senegal, 1983-1985). He also founded in 1993 a Geneva-based consulting group, Soura S.A., in which he held the position of CEO-Administrator until his appointment in 1998 as Assistant-Director General of the International Labour Organization with the rank of United Nations Assistant-Secretary General. He is president of the Geneva Foundation for Governance & Public Policy, and director general of the Centre de recherche pour la Sécurité et le Développement au Moyen Orient (CSD) which he helped found in 2010. Dr. Souss is currently teaching at Zayed Unversity in the UAE.

A regular columnist in European and Arab newspapers and magazines, Dr. Souss has published 10 books (novels, essays) and contributed many articles and research papers in various languages on international affairs and political science issues, labour law and social security in Arab countries. He has variously lectured in various European universities and professional schools : France’s military academy Saint-Cyr, Institut Catholique d’Enseignement Supérieur, University of Malta LINK Campus Rome, Webster University, and Zayed University. He presently teaches at Zayed University.

Maître Alain Marti, secretary general and legal adviser, was educated at the Collège Jean Calvin, Geneva, and graduated in law and the humanities (Greek, Latin and philosophy). He was co-opted as attorney-at-law in 1971 by the Geneva Bar, where he served for a while as Junior premier secrétaire. He has been in the public eye on several occasions since then for his role in several Swiss and international causes célèbres.  He currently heads the private law firm he created in 1988.

Dr. Omar Rifai

Dr. Omar Rifaï, former ambassador, professor of political science, is a graduate of Harvard University (1974), Oxford University (1975) and Georgetown University (1991). His field of concentration was political science and international relations. Dr. Rifai joined the Jordanian Diplomatic Service in 1975 and served in Jordan’s missions in Cairo, Bern, New York, London and Washington from 1976 to 1994. In 1994- 1996, he held the position of coordinator for the Middle East peace process and director of the Special Bureau at the Foreign Ministry in Amman, and was a member of the Jordanian delegation to the Jordan-Israel peace talks. In 1996, he was sworn in as ambassador and in that capacity held the following positions : ambassador of Jordan to Israel (1996-2000), ambassador to Italy and Permanent Representative to the U.N. agencies in Rome (2003-2003), non-resident ambassador to Croatia, Bosnia-Herzegovina and San Marino (2000-2003), ambassador to Egypt and Permanent Representative to the Arab League in Cairo (2005-2008). In 2003-2005, and again in 2008, he was Secretary-General of Jordan’s Ministry of Foreign Affairs. During academic years 2004-2005 and 2009-2010, Dr. Rifai was also a part-time lecturer in political science at the University of Jordan. Former Director of the Jordan Institute of Diplomacy (Amman) and Executive Director of the West Asia-North Africa Forum, he is currently GGSG’s Vice Chancellor for Operations (Middle East).

Dr. Nafez Alyan, a US citizen, was educated at the University of Sheffield (UK) and the University of Oklahoma, where he earned his PhD in 1997. His fields of scholarly concentration are entrepreneurship, finance, labour economics and econometrics. He started out as an assistant professor in the US, then at the American University of Technology in Lebanon, where he was promoted to associate professor and dean of the business school.

He later turned to administration and consulting in the Gulf region. In that department of activity, he was appointed Director, independent schools and finance office, within the Supreme Education Council of Qatar (2003-2007), where he also acted as adviser to the Minister of Finance (2007-2008). He subsequently became Chief Financial Officer at the United Arab Emirates University (2008-2012).

Dr. Alyan is currently Managing Partner at Novus International Consultants.

He was previously the driving force behind the Abu Dhabi-based firm Mediterranean Conference Organizing.
